This is the photo taken of Pier’ Angela Spaccia by the Los Angeles County Sheriff’s Department when she was booked into the Los Angeles County jail in 2010.  Spaccia is currently on trial in California Superior Court, charged with a total of 13 counts including conflict of interest, misappropriation of public funds, secretation of public records, receiving unauthorized compensation and conspiracy.

As Los Angeles Times reporters Jeff Gottlieb and Ruben Vives have reported,  Spaccia has a fairly recent connection to both Coeur d’Alene and Post Falls.  She was known as Angela Sheffield when she was Kootenai County’s Finance Director.

In her second comment appended to yesterday’s OpenCdA post titled Bell Corruption:  Tightening the Coeur d’Alene Connection, Stebbijo remarked, “… however, there isn’t much, connecting her to this area other than a sealed case out of Post Falls, Idaho.”

Here is what we’ve been able to find from a cursory inspection of public records.

Yesterday’s OpenCdA post included information that Spaccia was married at the time she moved to Idaho in 1994, but that only she and her son returned to California in 2000.  An inspection of ISTARS reveals that on May 11, 2000, she filed for divorce in Kootenai County from Thomas Allen Sheffield (case no. CV-2000-0003081).  The divorce decree was entered on August 3, 2000.  As Stebbijo observed in her comment, there was a second case of some sort filed in Kootenai County, however that case was sealed by the Court.

In their Los Angeles Times news article online date-time stamped November 18, 2013 | 10:56 p.m., headlined Bell’s Spaccia, prosecutor have tense exchange over benefits, sick leave, Jeff Gottlieb and Ruben Vives report that:

In his cross-examination [of Spaccia], Los Angeles County Deputy Dist. Atty. Sean Hassett zeroed in on the time Spaccia spent in Idaho to take care of her dying grandfather in 2005 and 2006.

The news articles do not specifically identify “her dying grandfather” by name, however a quitclaim deed filed with the Kootenai County Clerk on March 29, 2006, shows that Spaccia was the trustee of The George T. & Sophia Rogers Trust U/T/A May 13, 1997.  On March 29, 2006, trustee Spaccia deeded the property at 1915 E. Windwood Court, Post Falls, to Pier’ Angela Spaccia, an unmarried woman.  An unconfirmed internet record states, “March 23rd, 2006 George Rogers passed away in Post Falls, Idaho at the age of 83.”  A library search of microfilm archives of the Coeur d’Alene Press from March 23, 2006, through April 13, 2006, did not reveal any obituary column for George T. Rogers.

On November 7, 2006, Angela Spaccia was apparently living back in southern California where she had established the Pier’ Angela Spaccia Trust on November 7, 2006, at an address of 11060 Vanalden Ave., Northridge, CA 91326.  Spaccia  executed another quitclaim deed filed with the Kootenai County Clerk on April 20, 2007, this time transferring the Post Falls property from herself to the Pier’ Angela Spaccia Trust.

Perhaps sensing that her fortunes might soon change, Spaccia in her capacity as Trustee of the Pier’ Angela Spaccia Trust executed yet another quitclaim deed on October 18, 2010, this time transferring the Post Falls property to Sean-Thomas F. Spaccia-Sheffield, an unmarried man, whose address was 11060 Vanalden Avenue, Northridge, CA 91326.

Pier’ Angela Spaccia was arrested on September 21, 2010.  As noted in the lead paragraph, Spaccia is currently on trial in California Superior Court, charged with a total of 13 counts including conflict of interest, misappropriation of public funds, secretation of public records, receiving unauthorized compensation and conspiracy.
