On January 6, 2021, the security of the U.S. Capitol was breached.
At the direction of the Speaker of the House, Lieutenant General Russel L. Honoré, USA (Retired) led an immediate six-week review for the purpose of identifying actions or decisions that could be taken immediately or in the near-term to improve the security of the Capitol, Members, and staff.
“insider threat risks”?
“home security” for each member of Congress?
Interesting.

Tributary,
Are you referring to this conclusion:
The Congress must immediately authorize appropriations to enable the Sergeants at Arms to procure security systems for all Member district offices and residences; this includes appropriations for design and procurement of technologies and software applications to improve coordination for Member security needs?
If so, and if Congress does appropriate the money needed as specified for the offices and residences for each of the 535 members of Congress, it will be yet another example of our Congress wasting taxpayer money on themselves. Most home intrusion and video verification systems are nothing more than feel-good exercises and expenditures. In addition to the initial cost of equipment purchase and installation, there will be additional costs for real-time central station monitoring and response coordination as well as annual costs for maintenance and upgrading. But at least the Fools on the Hill will feel safer even if they aren’t safer. Besides, it’s our money, not theirs that they’re appropriating.

Also referring to:
“Requiring background checks for identification card holders and employing card readers more widely throughout the complex would decrease insider threat risks and enhance the safety of all Members, staff, and legislative employees.”
