Strategic Planning: A Federal Model for Local Government

As part of the research for my “Toilet Not Included” series, I submitted an Idaho Public Records Law request to the City of Coeur d’Alene for the last five years’ strategic plans from both the Fire and Police Departments.  None were provided for the Fire Department.  The most recent one provided for the Police Department was its one-page 2006/07 Presentation of Police Department Strategic Plan

The City of Coeur d’Alene can call that one-page document a strategic plan.  The City can call it a Boeing 747 if it chooses, because it is as much a Boeing 747 as it is a strategic plan.

Coeur d’Alene’s LCS Index

“We have to make an effort to systematically reduce our ‘LCS Index’ — which is the amount of Lying, Cheating and Stealing per capita. You’ll find the best communities have a low LCS Index while the worst have the highest.”

A new week, lots to talk about. This morning’s paper told us that the City will be setting its priorities this Thursday. It’s a workshop in public, but the public can’t participate. Go figure.

Who’s Who in CdA?

Many of our readers have asked who the power players are in CdA. That, of course, depends on your vantage point. But it is clear that certain people are highly involved in many aspects of our community. So, without resorting to gossip, we will attempt to simply list some of the most connected, active people and their roles and associations. No judgements, just facts. One person at a time, in no particular order.

Toilet Not Included – Part 5

Parts 1, 2, 3, and 4 of this series outlined how the City purchased a precast concrete structure to be used occasionally as a public safety substation in City Park.  If you have read the earlier posts then you might ask (as the agencies, Mayor, Council, and LCDC should have), “How could this project have been administered to better benefit the public and agencies while reducing the cost to the taxpayers?” I’ll try to answer that in this, the last in the five-part series.

Toilet Not Included – Part 4

In Part 4 of this five-part series, I will try to explain how the City normally plans for and funds projects like the precast concrete structure in City Park.   Then I will show what the City did to circumvent the normal funding process.  The circumvention has an unintended consequence.

Portland or Bust!

Mayor Sandi Bloem will attend the Mayor’s Institute on City Design Western Region session next month in Portland, where she will present the Education Corridor Master Plan for Coeur d’Alene. “The opportunity to present a project and have it critiqued by a group with this kind of knowledge is a rare opportunity,” Bloem said.
