LCDC Chairman Charlie Nipp has stepped down. He hasn’t resigned from the LCDC. Member and local attorney Denny Davis is taking over as chair. Vice-chair Jim Elder retains his position.
My take: The chair has never really been the seat of power in the LCDC. The seat of power is the chair of their Real Estate/Acquisitions subcommittee, a position also held by Nipp. Anyone know whether Nipp is still chair of that key subcommittee?
Due to the nature of “urban renewal,” the Real Estate/Acquisitions subcommittee meets entirely in executive session, in secret, away from the public.
Inasmuch as Jim Elder is the mayor of Fernan, I think it would have been inappropriate for him to assume the position of chair. Because Denny is a resident of Coeur d’Alene rather than a resident in the county, he was the obvious choice.
