LCDC Meeting Today

LCDC meeting today, November 19, 2008, at 5:30 p.m. , City Library Community Room.  Here’s the meeting agenda.  It should also air live on Woody TV even if the City’s website for Channel 19 doesn’t show it.

  2. Since the agenda didn’t specifically identify Bales as a guest speaker, maybe Patzer is designated to tell us how well the strategy is working.

  4. Susie, great comments last evening about using city staff for a project on a LCDC owned property. I thought that during his explanation, Tony Berns said that LCDC was a municipal entity. Did I misunderstand him? Comments were made that because the property would ultimately be under city control no reimbursement to the city was required. Using this logic, since my personal residence will be ultimately be under my control, I guess I don’t need to pay my monthly mortgage. For those who didn’t get a chance to view the meeting, would you please outline your issue and repeat your comments here. Thanks.

  5. So does that mean that the city maintenance staff and/or parks dept. are keeping up all the 12 or so LCDC-owned properties?

  6. The LCDC and other Idaho URAs contend they are not alter egos of their parent municipalities because they cannot encumber their municipalities. That may be one of the questions the Idaho Supreme Court decides in Hart v. Urban Renewal Agency of the City of Rexburg.

    It seems to me that a better question to ask is, “If a URA is fiscally autonomous from its parent municipality, if it has its own budget, is it misappropriating funds from its parent municipality’s budget if it uses the municipality’s resources such as city crews to work on LCDC’s property? Is the city complicit in the misappropriation if it allows Berns or any LCDC Board member to use City resources funded by the City without reimbursing the City?”
