A Wise Investment

OpenCdA could not help noticing that at least according to the Sunday Coeur d’Alene Press skewspaper article headlined A matter of public safety, newly-hired Police Chief Lee White wants to equip the Coeur d’Alene Police Department with a mobile command center (mouse click photo at left to enlarge) and a crime scene vehicle.

He estimated the combined cost of the two specialized vehicles would be approximately $300,000.

OpenCdA thinks that would be money well spent, a very wise investment. (more…)

“They Just Didn’t Do It”

casewatchOpenCdA applauds Athol’s newly-installed Mayor Darla Kuhman for her candor in trying to right the city’s finances after former City Clerk Sally Hansen was charged in federal court with stealing approximately $400,000 from the city during her five years of employment. Hansen was also faces 15 counts of wire fraud.

Unfortunately for Mayor Kuhman and the citizens of Athol, the Idaho County Risk Management Program (ICRMP) has informed the City that ICRMP intends to deny the City’s insurance claim to recover much of the loss, because the City had failed to conduct the statutorily-required audits during at least part of the loss period.  That law clearly states, “It shall be the duty of the council in every city to cause to be made a full and complete audit of the financial statements of such city as required in section 67-450B, Idaho Code.”  But as Mayor Kuhman was quoted saying in this morning’s Press article, referring to the required audits, “They just didn’t do it.”

Community College Proposal from Feds

schoolsheartPresident Obama’s press office has released preliminary information about the administration’s proposed America’s College Promise program.  The stated purpose of the proposal is to encourage graduating high school students to use the community colleges as a stepping-stone to baccalaureate programs.

This morning’s Washington Post article headlined Obama to unveil proposal for tuition-free community college summarizes the administration’s press release and adds a little bit of reader appeal.

OpenCdA is anxious to see Idaho’s evaluation of the President’s proposal.

Congressional Oversight Manual

CRS copyIt seems as if hardly a week goes by that we don’t hear about this Congressional committee or that one planning to hold hearings or undertake some other action to exercise its oversight function.

But how many citizens know what oversight by Congress involves and how it works?  For that matter, how many Congressmen know?

To make understanding Congressional oversight easier, the Congressional Research Service has recently updated its 154-page Congressional Oversight Manual.

The manual explains the purposes of Congressional oversight which include:

  • Ensure Executive compliance with Legislative intent
  • Improve the efficiency, effectiveness, and economy of governmental operations
  • Prevent executive encroachment on legislative prerogatives and powers
  • Assess agency or officials’ ability to manage and carry out program objectives
  • Ensure that executive policies reflect the public interest
  • Protect individual rights and liberties

The manual elaborates on what is involved in accomplishing these and other purposes.

As Woodrow Wilson said in 1885:

Quite as important as legislation is vigilant oversight of administration.

It is the proper duty of a representative body to look diligently into every affair of government and to talk much about what it sees.  It is meant to be the eyes and the voice, and to embody the wisdom and will of its constituents.

Corrupt Governor Sentenced to Prison

mcdonnellFormer Virginia Governor Robert F. McDonnell was sentenced to two years in federal prison today after being convicted by a jury on one count of conspiracy to commit honest-services wire fraud and one count of conspiracy to obtain property under color of official right.  Those are public corruption charges which include bribery.

McDonnell isn’t the first prominent politician to be sent to prison for corruption in recent history.  

The crimes McDonnell committed are fairly well explained in the press release put out by Dana Boente, the US Attorney for the Eastern District of Virginia.

A substantial part of McDonnell’s defense for his actions was based on his erroneous and arrogant belief that accepting bribes and gratuities in return for promoting a Virginia business is acceptable because it is “politics as usual.”

Commenting on McDonnell’s corruption, Assistant Attorney General (Criminal Division) Leslie Caldwell said, “Robert McDonnell corrupted the most powerful office in Virginia and fractured the public’s trust.   Taking bribes in exchange for official actions is not politics as usual—it is an insidious crime that strikes at the heart of public service and will not be tolerated.”

Well, maybe it won’t be tolerated in the Eastern District of Virginia and most other federal judicial districts.

But here we have Idaho.

Where’s the Missing Information?

InformationNotProvidedIn today’s Coeur d’Alene Press skews paper article headlined Kootenai County looks to 2015, writer David Cole included comments from County Commissioner-elect David Stewart.

Some of Stewart’s comments suggested the pay for newly-hired and relatively inexperienced Kootenai County Deputy Sheriffs needs to be raised to keep the deputies from leaving for departments that pay more.

The article quoted Stewart as saying, “Currently there are nine sheriff patrol deputy openings, due to them leaving Kootenai County for higher pay.”  That line screams for information which should have been included in the article. (more…)

It Took a Murder in Spokane…

CarlileIt took a 2013 murder in Spokane  to expose the corruption on the Fort Berthold Indian Reservation in North Dakota.

The murder of Douglas Carlile on December 15, 2013, in the kitchen of his south hill home in Spokane was quickly determined to be a targeted homicide.  The Spokane skews media covered the story as a local homicide and only occasionally made generalized references to Carlile’s possible business associations in North Dakota.

Then in its edition on Sunday, December 28, 2014,  New York Times writers Deborah Sontag and Brent McDonald give us the more complete picture in their news story headlined In North Dakota, a Tale of Oil, Corruption and Death.

The Times story states Doug Carlile’s murder in Spokane may have been the critical link that ultimately exposed the oil-related corruption both in and out of the Mandan, Hidatsa and Arikara Nation on the Fort Berthold Indian Reservation.  As supervising tribal attorney Damon Williams was quoted in the article:  “I’ll be deadly honest.  If that gentleman [Doug Carlile] hadn’t gotten murdered in his kitchen in Washington, we might never have discovered what was going on here.”

The Times story is worth taking time to read.  It is a story of how corruption creeps into acceptance among respected and honored leaders of a community.  It is also the story of how the honest tribal members fought to expose the corruption.

Airport Workshop Agenda Update

COEIn part because of the dismissal of former Coeur d’Alene Airport manager Greg Delavan, the Coeur d’Alene Airport has attracted considerably more public interest lately.

Here is what was originally posted by the Kootenai County Board of County Commissioners for the agenda of the Special Meeting – Airport Master Plan Workshop.

However, here is a more detailed and updated version of the meeting agenda.   The date and time remain the same, but note the room change at the County Administration Building.  The meeting will now be on the ground floor, Meeting Room 1 A/B.  The new room is larger, so that suggests a larger audience is expected.

OpenCdA attended a similar meeting in that room on November 4, and the sound reinforcement was completely inadequate.  We hope the organizers of Wednesday’s meeting have a decent sound system so the audience and participants will be able to hear.  We presume that this is still an open public meeting.
