Two Books Worth Reading

Both The Corruption Chronicles and Bailout are available through the Kootenai Shoshone Counties Community Library Network.

After reading both, readers are very likely to correctly conclude that public corruption at all levels of government is non-partisan.  Partisan affiliation and profession of party ideology are more tools to facilitate individual and institutional corruption than a cause of them.

Posse Comitatus Act

A concern being heard more often is that the United States government will use our military forces to supersede the authority of our civilian law enforcement.  In essence, the fear is that just as with the British in 1770 in Boston (remember the Boston Massacre?), our present government will use military personnel inside the United States not to protect citizens but to police them.  More currently, in May 1970 members of the Ohio National Guard shot and killed four unarmed student rioters at Kent State University.

There are laws in place in the United States, the best-known being the Posse Comitatus Act,  that prohibit that kind of military takeover of civilian law enforcement authorities.   For an excellent discussion of that law and some related ones, see the Congressional Research Service study entitled, “The Posse Comitatus Act and Related Matters:  The Use of the Military to Execute Civilian Law.”  The CRS study was released August 16 ,2012.

Open Session: Goodbye McEuen

The historic McEuen Field, as we have known it, is now a thing of the past.  I’m told City crews were busy yesterday and today, taking down the baseball fields and preparing for the “big scrape” coming soon, where heavy equipment will come in and scrape the asphalt off the parking lot and the grass off the park.  (photo of Rita Sims-Snyder, Friends of McEuen, 2011)  How do you feel about this?

Idaho Gang Activity

The gang estimates presented in the 2011 National Gang Threat Assessment (NGTA) represent the collection of data provided by the National Drug Intelligence Center (NDIC) through the National Drug Threat Survey, Bureau of Prisons, state correctional facilities, and National Gang Intelligence Center (NGIC) law enforcement partners.

The Assessment has some interesting information about gang activity in or affecting Idaho.  (more…)

Undivided Loyalty

Public policy demands that an officeholder discharge his or her duties with undivided loyalty.  When an official is elected by her constituents to a position of public trust and responsibility, those constituents have every right to assume that the official will put the duties of that office ahead of those duties required of any and all other offices the official may hold.  Indeed, the official’s constituents have every right to assume the official will voluntarily and even automatically vacate any office whose duties are incompatible with those of a position she already holds.  This is the common law doctrine of incompatibility of office.  The Idaho Legislature and the City of Coeur d’Alene have chosen to ignore this. Dear Newsletter Readers,

This summer has been incredibly busy and fun, but I thought a quick newsletter was in order right about now. I will warn you up front that most of this letter is not about local or political issues.  My mind for those things is on vacation, though I am tracking several issues like the possible 3% raise in our property taxes, the contract bids for McEuen requiring a 5% fee from contractors submitting bids (has anyone ever heard of that?), and the city ready to spend $65,000 per year for a public relations person. Let’s wait until September to talk about them, unless there’s some pressing reason to do so earlier.  Summer is too short to waste on such frustrations.  We all know the next city election in 2013 is our target, so let’s enjoy the gorgeous weather while we can.

At our house we just said goodbye to seven family members from Hawaii who came up to help celebrate my wonderful husband’s 60th birthday.  They were joined by our children, a large group from my side of the family and a number of friends as well.  We had a houseful!  It was fun from start to finish and included a great party, a three day jaunt to Glacier–the Hawaii folks were so impressed!–a wet & wild day at Silverwood and several trips to Cabela’s.
