Bell Update

pile-of-cashRemember OpenCdA’s post on February 1, 2013, about the public corruption  scandal in Bell, California?

Well, earlier this month the former Bell City Administrator Robert Rizzo agreed to plead no contest to several of the charges against him in return for testifying against his former Assistant City Administrator, Angela Spaccia.  It’s reported in today’s LA Times article headlined Huge Bell salaries based on “secret formula”, prosecutor tells jury.

The article today was brief, and the most interesting part of it may have been in the last three paragraphs which reported emails exchanged between Spaccia and Bell’s former police chief Randy Adams.

As I was reading the numerous LA Times articles covering the Bell scandal, I couldn’t help wondering why the accounting firm that conducted the City of Bell’s annual audit didn’t question the obviously grossly inflated salaries and the “secret formula” used to calculate them.

I was also disgusted but totally unsurprised at the former Bell Police Chief’s emails.  One of my college professors at WSU told me 40 years ago:  “The only difference between cops and crooks is that cops have badges and the authority of law.”

Dear Newsletter Readers,

This summer has been incredibly busy and fun, but I thought a quick newsletter was in order right about now. I will warn you up front that most of this letter is not about local or political issues.  My mind for those things is on vacation, though I am tracking several issues like the possible 3% raise in our property taxes, the contract bids for McEuen requiring a 5% fee from contractors submitting bids (has anyone ever heard of that?), and the city ready to spend $65,000 per year for a public relations person. Let’s wait until September to talk about them, unless there’s some pressing reason to do so earlier.  Summer is too short to waste on such frustrations.  We all know the next city election in 2013 is our target, so let’s enjoy the gorgeous weather while we can.

At our house we just said goodbye to seven family members from Hawaii who came up to help celebrate my wonderful husband’s 60th birthday.  They were joined by our children, a large group from my side of the family and a number of friends as well.  We had a houseful!  It was fun from start to finish and included a great party, a three day jaunt to Glacier–the Hawaii folks were so impressed!–a wet & wild day at Silverwood and several trips to Cabela’s. Bell Keeps Ringing

Remember the recent outcry in Bell, California, after the city’s residents learned how the mayor and council were abusing their authority and lining their own pockets with taxpayers’ money?    According to an article in today’s Los Angeles Times, the citizens of Bell now understand that they can retake control of their city government.   Sadly, many of the desirable attributes in Bell, in Los Angeles County, and the State of California are lacking in Coeur d’Alene, in Kootenai County, and the State of Idaho.

Campaign Favors Already?

Kvni_logoAn alert reader reports that City Councilman Mike Kennedy spoke for a public service segment on KVNI this morning, where a city official is given free radio time to discuss local CdA news.  Gosh, we’ve had some important city news lately, like the police lawsuit, the city legal department withholding public records information, the Planning and Zoning Commission giving special permission to Bellerive for parking lots, and, speaking of Cheshrown, that the Mill site was purchased without him as part of the deal but he still ended up being given several acres of prime land.

So, with all this to discuss, what did Mike Kennedy talk about on this free PUBLIC SERVICE time?  He did not discuss any of the “issues” above, he painted a rosy picture of all things lovely in CdA, then again announced his campaign for re-election!   And the radio station allowed it.  The fact that the city sent an  an already-openly-announced candidate to fill the public service spot for them is improper, and the fact that the radio station did not stop him from using the time to further his own campaign is akin to a special favor.

Will Mike show the value of the donation on his Sunshine Report?  Let’s see…I hear KVNI’s rate is $15 for 30 seconds…..Mike spoke for 10 minutes….

Yes, this thing is moving forward. Mayor Bloem and NIC President Bell thank you in advance for your tax dollars and silence on the issue. Yes, your taxes are going up. But you want the Education Corridor more than you want to keep your property tax bill low, right?

Quick Clarification

On the Ed. Corridor issue, there’s something that needs to be explained. NO ONE that I have ever talked with on this topic has EVER suggested that North Idaho College should close down its current location. That would be absurd. But Dr. Bell and Christie Wood have both spoken/written publicly that this is what the “anti” people are promoting. Nonsense. This is just their way to paint anyone with questions, or a desire to be included in the process, as quacks.

Education Corridor Update III

Today there was a meeting of the Post Falls Chamber of Commerce, Government Affairs Committee (GAC). At that meeting we learned that someone is not telling the whole truth when it comes to the Education Corridor. This should not come as a shock to anyone observing this folly.

“They Just Didn’t Do It”

casewatchOpenCdA applauds Athol’s newly-installed Mayor Darla Kuhman for her candor in trying to right the city’s finances after former City Clerk Sally Hansen was charged in federal court with stealing approximately $400,000 from the city during her five years of employment. Hansen was also faces 15 counts of wire fraud.

Unfortunately for Mayor Kuhman and the citizens of Athol, the Idaho County Risk Management Program (ICRMP) has informed the City that ICRMP intends to deny the City’s insurance claim to recover much of the loss, because the City had failed to conduct the statutorily-required audits during at least part of the loss period.  That law clearly states, “It shall be the duty of the council in every city to cause to be made a full and complete audit of the financial statements of such city as required in section 67-450B, Idaho Code.”  But as Mayor Kuhman was quoted saying in this morning’s Press article, referring to the required audits, “They just didn’t do it.”
